The person who said this sentence must either be ignorant, or it turns out that he also suffers from selective amnesia.
Let me remind this nonsense of the following facts:
2013. "Russia (…) trades in arms, supplies weapons to dozens of countries around the world. These weapons are sold to many countries, including outside the CSTO. This is a business, this is a market, this is the economy of the Russian Federation."
This was said by the then Secretary General of the CSTO, Nikolai Bordyuzha, commenting on the supply of military equipment worth several billion dollars to Azerbaijan.

2016. “If we imagine for a moment that Russia has abandoned this role, we understand perfectly well that this place will not be empty. They will buy weapons from other countries, but this will not reduce their lethality,” Medvedev said.
